New Players & Dynamics in the MENA region & Africa
With global actors increasingly showing interest in the MENA region and Africa, several new players have emerged and continuously work towards expanding their presence and influence in the region, challenging the existing balance and creating new dynamics.
In this framework, the Policy Center for the New South, in partnership with Middle East Directions, organize a panel of discussion under the theme “New Players & Dynamics in the MENA region & Africa” on Friday 24th January at the Policy Center’s headquarters.
The panel will raise the following salient points:
· Can external actors play a stabilising role in North Africa? Does the EU still have a role to play?
· What is China's strategy in the region and how does it differ from other external players?
· What is the impact of the Russia's growing in North Africa? What role is the GCC playing in North Africa?

Khalid Chegraoui, Senior Fellow, Policy Center for the New South
Khalid Chegraoui is a full Professor of History and Political Anthropology, Institute of African Studies, Mohammed V University, Rabat, Morocco and Senior Fellow at the Policy Center for the New South.
He began his teaching and research career in 1992 as a Research Assistant Professor at Sidi Mohammed Ben Abdallah University in Fez after earning his first doctorate in African Studies from the Mohammed V University in Rabat focusing on West Sub-Saharan Africa. He also earned a Doctorate of State in African Studies from the same University in 2002, where he focused on Contemporary West Africa, in 2003 he become Professor of History and Political Anthropology at the Institute of African Studies, Mohammed V University, consultant on African and Middle East issue and strategic studies. He is currently Director of Research Group: African Politics, a doctoral supervisor at the Mohammed V University, Professor of African History in EGE School of Governance and Economy of Rabat, Polytechnic Mohammed VI University and Director of Africa and Middle East Centre Studies AMES Centre. -
Mouhamadou Moustapha Ly, Economist, Policy Center for the New South
Senior economist at the Policy Center for the New South (PCNS), Mouhamadou LY hold a PhD in development economics. His research activities focus on development macroeconomics especially on fiscal and monetary policies. Mr. LY has also been a consultant for several international development organizations and for the Senegalese government.

Luigi Narbone, Director, Middle East Directions
Luigi Narbone is Director of the Middle East Directions Programme of the Robert Schuman Centre for Advanced Studies, European University Institute in Fiesole, Italy. Previously, he was Ambassador, Head of the EU Delegation to Saudi Arabia, and non-resident Ambassador to Qatar, Oman, Bahrain, UAE and Kuwait. He held positions in the EEAS; the DG for External Relations; the EC Delegations in the Russian Federation, Chile, and Turkey; the UN and the UNDP. A graduate of the University of Bologna and John Hopkins University SAIS, he has been a NATO Fellow and Fulbright Scholar and visiting professor at the University of Chile in Santiago.

Youssef Tobi, International Relations Specialist, Policy Center for the New South
Tobi Youssef has joined the Policy Center for the New South in 2017. He is currently working on Politics and Governance in the Maghreb Region; his areas of expertise are geopolitics, political risk and nation building. Youssef Tobi obtained a Master Degree at Sciences Po Lyon where he wrote two thesis on “ the role of Moroccan Bank in Africa, a non-state actor in service of the Diplomacy” and the“ Chasm between the mediatic and associative representation of refugees : a case study”. Prior to working at the Think tank, Tobi Youssef participated in a Social Entrepreneurship Project in Beirut, Lebanon and conducted an internship in a NGO based in Marseille where he assisted refugees and helped raise funds.
