Mediterranean Strategy Group - Migration: Cities on the Frontline
Organized by The German Marshall Fund of the United States in partnership with the Center for Mediterranean Integration, Compagnia di San Paolo and Policy Center for the New South
For all their differences, Mediterranean cities on the northern and southern shore have always been on the frontline of mixed migration flows. As most people choose to settle in urban areas, the proportion of migrants, refugees and internally displaced persons in cities is higher than for national territories. Thus, while migration is a global, transboundary phenomenon, its effects are felt most profoundly on the city level, turning cities and local governments into key stakeholders on the international scene.
The purpose of the meeting is to provoke new thinking on how cities, national governments and international organizations can best engage with each other in recognizing and reacting to these macro-level issues, and whether and whether policy decisions at the urban level shape developments on a regional level. Key questions to be addressed include: How are Mediterranean cities impacted by mixed migration (socio-economic, security)? Governance: what policies are in place to address these challenges and to what extend are they effective? To what extent does what happens on the city level impact regional developments, and how?

Bouchra Rahmouni
Bouchra Rahmouni is a full time professor Hassan I University of Morocco and the director of Research Partnerships and operations at the Policy Center for the New South. She is an international affiliated professor at New York University (Risk of Finance engineering department) and a visiting professor at Holy Spirit University, Lebanon. Professor Rahmouni contributed in a book titled “Afrique : terre des nouvelles convoitises” edited by Ellipse in September 2011. She also took part in a book on women entrepreneurship.

Amal El Ouassif
Amal El Ouassif is a research assistant in International Relations and Geopolitics at the Policy Center for the New South in Rabat, Morocco. Prior to this, she worked as a programme coordinator at the Westminster Foundation for Democracy and served as a consultant in development policies with the office of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Morocco. She is also a former bluebook trainee in the Directorate General of Employment Social Affairs and Inclusion in the European Commission in Brussels. Amal has a Master of Art in EU’s International Relations and Diplomacy Studies, from the College of Europe in Bruges and a Master in Development Studies from UPMF-Grenoble. Her area of interest include Africa- Europe cooperation, security and migration.

Youssef Tobi
Tobi Youssef has joined the Policy Center for the New South in 2017. He is currently working on Politics and Governance in the Maghreb Region; his areas of expertise are geopolitics, political risk and nation building. Youssef Tobi obtained a Master Degree at Sciences Po Lyon where he wrote two thesis on “ the role of Moroccan Bank in Africa, a non-state actor in service of the Diplomacy” and the “ Chasm between the mediatic and associative representation of refugees : a case study”. He also published a Policy Paper on Libya’s electoral process. He conducted a visiting Fellowship at the Royal United Service Institute where he focused on political transition in Libya and Morocco’s strategy in Africa.
Prior to working with the Policy Center for the New South, Tobi Youssef participated in a Social Entrepreneurship Project in Beirut, Lebanon and conducted an internship in a NGO based in Marseille where he assisted refugees and helped raise funds.
