Gulf Actors and the Role of Peace in the Horn of Africa
There has been a flurry of activity in the Horn of Africa recently, where decades-old political disputes have suddenly been put to rest. The resulting changes have shattered the status quo in the region, putting the Horn on a new path where state-to-state relations are no longer marked by regional competition and frozen borders. While this has undoubtedly been a positive development for the region, one big piece of the puzzle has been the role of external actors in the process, and the degree to which the developments are organic or externally imposed.

Perhaps they were two dozen women, possibly less. They were glued to the wooden floor, just like geese or storks flying in formation, being pushed by time and the winds and currents above the clouds from the wintery Europe to Morocco. No sound or movement by the frail bodies, dressed in their simple brown habit. Just the arms stretched out, and their eyes focused on a statue of Mary, the ever-blessed mother of Jesus Christ, son of God. They were nuns, contemplative sisters of the catholic Carmelite order, which was founded more than 500 years ago. They pray their Ave Maria and Kyrie (eleison),they pray Agnus Dei and Salve Regina, some engulfed in apparitions and visions, praying again, cleaning toilets and cooking vegetable soup, the carrots and potatoes harvested in the garden, covered by the wall, where they housed their chicken.
At times, usually around Christmas, they agree to listen together to Handel’s “Messiah” oratorio, up to three hours of Christian thoughts, the redemption through the life of the savior; the highlight of this historic, musical masterpiece of orchestra, choir and soloists is the “hallelujah” chorus, a kind of religious pop song. For some monks and nuns, the monastery is nothing else but the waiting room for paradise, the holy, sacred preparation to meet the Almighty. Sleep is, for these men and women, nothing less than the preparation for death. The bible is the center, the world outside exists in the shadow of their faith. Bach’s St. Matthew passion touches their souls, the life in the community, surrounded by high walls to protect their never-ending hours of contemplation.
Energy Security Value Chain: A New Challenge for China?
There are various definitions of Energy Security (ES) and numerous ways of understanding the concept. For this blog’s purpose, we will choose the familiar understanding of the latter as put forward by the George W. Bush Administration, i.e. it represents a situation where four characteristics are met, an energy supply that is:
(1) Reliable (2) affordable (3) environmentally sound and (4) accessible.
Bolsonaro : l’ascension inquiétante d’un obscur capitaine
Le premier tour des élections présidentielles brésiliennes n’aura rien réglé. Les urnes ont parlé une première fois, et les électeurs sont toujours confrontés à un choix impossible. D’un côté, un candidat estampillé « extrême-droite » et ultra-favori pour remporter le scrutin au deuxième tour : Jair Bolsonaro, député fédéral effacé et ancien capitaine de l’armée, dont le discours est truffé de propositions populistes, parfois contradictoires, de saillies misogynes et homophobes, et qui promet de résoudre les problèmes du pays par l’autoritarisme et la violence – quitte à modifier la Constitution. De l’autre, la perspective du retour au pouvoir d’un parti populiste de gauche – le Parti des Travailleurs (PT) – qui reste, qu’on le veuille ou non, le principal responsable de la pire crise morale, économique et politique de l’histoire du Brésil. Un parti qui refuse de reconnaître ses errements passés et qui affiche une rage de revanche, allant jusqu’à annoncer sa volonté de convoquer une Assemblée Constituante pour se doter d’une loi constitutionnelle « sur mesure ».
La grande majorité des Brésiliens ont ainsi été pris en otage par deux minorités extrémistes. L’utilisation massive des réseaux sociaux et des « fake news » par les militants les plus convaincus des deux bords a largement contribué à polariser la campagne. L’adversaire politique est considéré comme un ennemi absolu qu’il faut écraser. C’est le fameux « Eux contre Nous », qui a aussi été utilisé à satiété par les gouvernements du PT et où il n’y a plus d’espace pour des consensus démocratiques. Résultat : on ne vote plus « pour » quelqu’un mais « contre ». Avant le premier tour, Bolsonaro et le candidat « petiste », Fernando Haddad, avaient d’ailleurs, le plus grand taux de rejet (autour de 40% chacun).

Usually the gray colored drones take off from Dirkou in Northeastern Niger between ten at night and four in the morning. There are no signs of blinking lights, neither on the runway nor on the flying machines, signaling their presence. Niger’s interior minister Mohamed Bazoum pretends not to know about secret operations on a small commercial airport in his country’s desert region -“all I know is that they are American” (Penney et al, 2018). To be precise, we're talking about drones controlled by the CIA. The agents were searching for an enemy, which had been declared defeated, some may say humiliated. The enemy is ISIS, a call from fanatics who wish to create a caliphate, a re-born empire cultivating extremist Islamic principles, reviving forgotten punishment means including public flogging or public executions. The Islamic State celebrated a revival by occupying large areas of Iraq and Syria as their empire. They declared Raqqa as their capital and beheaded the enemy, using torture and assassinations against citizens doubting their message.
L’Union africaine face à de nouveaux défis
La seconde thématique des Dialogues stratégiques, dont la 6ème édition s’est tenue le 4 octobre 2018 à Paris, a porté sur les réformes en cours au sein de l’organisation panafricaine. La rencontre est d’abord revenue sur le contexte global dans lequel opère l’Union africaine (UA).
La géopolitique en Afrique n’est pas seulement menée par les ex-puissances coloniales et la Chine, mais bien par les pays africains eux-mêmes, a ainsi rappelé l’ancien ministre français des Affaires étrangères Hubert Védrine. Afrique du Sud, Nigeria, Rwanda, Ghana… « Une douzaine de pays ont une politique africaine, mais aucun ne traite de l’Afrique en général », a-t-il souligné. Aucune «vraie coordination» n’existe dans le bloc Atlantique ni même au sein de l’Union européenne sur l’approche de l’Afrique. La Chine, au contraire, est peut-être le «seul pays au monde à avoir une politique africaine partout, dans chaque pays, ce qui ne veut pas dire qu’elle soit pro-africaine».
The Parrot and Commodity Prices
“Teach a parrot the terms ‘supply and demand’ and you’ve got an economist.” That parrot can explain to us what is happening with commodity prices (Chart 1, left side). That is, while agricultural and industrial metal prices - particularly copper - plummeted on average by over 10% since June, energy prices - especially oil - have risen nearly 20% since the beginning of the year. Amérique latine : la recomposition en cours analysée par les Dialogues stratégiques
« Amérique latine, crises et sorties de crises », telle était la première des deux thématiques des 6èmes Dialogues stratégiques, organisés le 4 avril par HEC Paris (Centre de géopolitique) et OCP Policy Center. Un tableau mitigé a été dressé, avec des signes de reprise et une croissance supérieure à 2 % qui n’empêchent pas des situations de crise comme au Brésil, au Nicaragua ou au Vénézuela.
