Turning Promises into Reality – The Business Case for Gender Equality in Achieving the SDGs

As world leaders gathered this month for high-level talks at the 74th United Nations General Assembly, pressing global issues were at the forefront of discussions, including progress toward the 2030 Agenda and the Sustainable Development Goals (SDGs). While taking stock of how far we have come in realizing commitments in key areas, including to end poverty and hunger, expand access to health, education, justice and jobs, promote inclusive and sustained economic growth, and protect our planet from environmental degradation, heads of state and government convened at the SDG Summit also faced heightened pressure to increase actions and implementation efforts to achieve the 2030 Agenda goals and concrete targets agreed upon in 2015.

Eric Ntumba, a young Congolese banker, came from Kinshasa in December 2017 to participate in the Atlantic Dialogues Emerging Leaders Programme of the Policy Center for the New South (PCNS) in Marrakech. At that time, when asked what his dream was, he immediately said he would like : « to become President of the Democratic Republic of Congo (DRC) and bring about inclusive development, so that the country’s enormous potential can be finally transformed into power. My dream is that each Congolese child be able to fulfill his or her own dream! »

Le scrutin électoral tunisien du deuxième tour, caractérisé par un sursaut de participation des électeurs qui a atteint le taux de 60%, s’est achevé par une élection nette et confortable de Kais Saied comme 3ème Président de la II République en recueillant 72% des suffrages. Son programme politique, associant un conservatisme sociétal à une révolution institutionnelle du pouvoir, renversant la pyramide de l’Etat au profit des conseils locaux dans la perspective de libérer la jeune démocratie des concepts classiques parmi lesquels il range la souveraineté nationale et la démocratie représentative, a incontestablement séduit la majorité des Tunisiens souhaitant mettre fin à la prépondérance d’un establishment politique ayant trahi les espérances socio-économiques de la Révolution de 2011. Par bien des aspects, on assiste à la fin du cycle politico-idéologique qui a structuré le paysage politique post 2011, mais dans quelle mesure l’élection de Kais Saied orchestre-t-elle un changement dans le paradigme politique tunisien post-révolutionnaire ?

D’édition en édition, African Peace and Security annual Conference (APSACO), l’un des rendez-vous annuels phares du Policy Center for the New South (PCNS), confirme son envergure de plate-forme d’échange et de partage en vue de permettre à l’Afrique de s’adjuger une place dans le marché mondial des idées.  Dans son intervention lors de la 3ème édition, organisée les 18 et 19 juin 2019, avec pour thème ‘’ Africa's Place and Influence in a Changing World’’, Rachid El Houdaigui, Senior Fellow, a fait ressortir la nécessité pour le continent africain de se doter de son propre corpus de concepts, et souligné la centralité de l’Afrique dans la mission du Policy Center. Intervention qui a eu le mérite de ‘’contextualiser’’ la conférence, en abordant la thématique retenue à la lumière de la nouvelle identité du Policy Center for the New South où le Sud est perçu dans sa dimension globale.

Le 15 octobre 2019, les électeurs mozambicains se rendront aux urnes pour élire leur président. Des élections qui se déroulent dans un contexte particulier, marqué par la concrétisation des projets d’exploitation des réserves de gaz qui attisent les convoitises des différentes parties, ainsi que la conclusion d’un accord de paix entre les deux adversaires traditionnels, le Front de libération du Mozambique (FRELIMO)- parti actuellement au pouvoir- et Résistance nationale mozambicaine (RENAMO), principale formation de l’opposition. A cela viennent s’ajouter les conséquences du scandale de la dette cachée et la menace d’une crise humanitaire consécutive au cyclone qui a frappé le pays en mars dernier.

S’il existe un pays dans le monde où le concept du Soft Power prend pleinement sens et substance, ça serait fort probablement la Suède. Ce pays détient remarquablement toutes les composantes du Soft Power identifiées par le géopolitologue américain Joseph Nye dans son article paru en 2006 dans la revue Foreign Policy à savoir : la culture, les valeurs politiques et la politique étrangère.

Satellites: The New Frontier of Power

A few months ago, Indian Prime Minister Modi announced that his country had improved its space capabilities by shooting down from Earth a low orbit satellite that was 300 km away in space. Most commentators assume that the destroyed target was an Indian satellite, presumably outdated or no longer fully functioning. Modi further reassured the international community by stating that the technology will only be used for security, peace, and development purposes, and that the act did not breach any international agreement. With this strike, India becomes the fourth country to wield anti-satellite technology after the US, Russia, and China. This development highlights how technological achievements in the field of space, and more specifically satellites, allow a country to increase its power and to strengthen its role in global politics. In this case, India acceded to the very close circle of superpowers with the ability to strike down satellites. But more generally, middle powers are similarly able to extend their sphere of influence by using satellites, both from a soft and a hard power perspective.

China at 70

There is no doubt that China's 70th Anniversary celebration was the display of a new world superpower. From the military parade to the issuance of a paper reporting China's role in the New Era, it is clear that the country, whose current political system was established on 1 October 1949, is much different, more assertive and with a clear perspective of the role it wants to play in the international scenario. Everywhere in Beijing, the Chinese National Anthem was played, reminding the Chinese to: "Arise, ye who refuse to be slaves; with our very flesh and blood, Let us build our new Great Wall!"

India and Morocco’s New Cooperation Areas: Focusing on Security and Preventing Violent Extremism

With India looking more towards Africa as a home for sustainable partners, it is also looking at diversifying the areas of collaboration with several African countries, especially with Morocco. As early as 1967, India’s then Vice-President Zakir Hussain visited Morocco and set the tone for engagement between both countries. The latter has established diplomatic relations based on mutual understanding, tolerance and respect. Since then, the two countries have enjoyed fruitful relations that materialized in various sectors.
