For Africa, this new decade began full of promise to achieve the 2030 deadline for the Sustainable Development Goals and on its way to realising the goals and priorities of Agenda 2063. With the entry of the intra-African trade from the African Continental Free Trade Area (AfCFTA) Agreement, which comes into effect on July 1st 2020, an estimated combined gross domestic product (GDP) of more than US$3.4 trillion expected to trickle in the Continent. This revenue estimation is good news as with developed countries revisiting their commitments to the Official Development Assistance(ODA), a Brookings Report suggests that Sub Saharan Africa will need $574 billion per year until 2030 to finance the SDGs.

Tous les pays du monde sont touchés, à différentes échelles, par la pandémie du Covid-19. Les interrogations autour du degré de résilience des Etats africains sont nombreuses et les questionnements sur l’avenir du continent, si la pandémie venait à perdurer dans le temps, le sont tout autant. Comment des Etats peu dotés en moyens sanitaires pourront-ils y faire face ? Y a-t-il un risque de violence dans certains pays où le degré de stabilité politique est faible ? Et, enfin, qu’adviendra-t-il des aspirations au développement économique et à la bonne gouvernance, si la crise venait à légitimer des normes politiques liberticides ?

يقول یووال نوح هراري إن نمو الذكاء الاصطناعي والتقنيات البيولوجية قد يؤدي إلى إنتاج طبقة من "رجال متفوقين" يحكمون العالم ويحولون باقي البشر إلى "طبقة غير نافعة" (كتاب 21 مسألة للقرن الـ 21). كما تنبأ بأن التقدم العلمي سوف يولد لامساواة غير مسبوقة في التاريخ داخل المجتمعات، لكن أيضا بين الأمم. سوف تزداد الهوة بين البلدان الصناعية التي تسيطر على التكنولوجيا وتلك المحرومة منها، بل سوف لن تردم لاحقا.

طرح هذا الكتاب باكرا مواضيع النقاش المثارة حاليا، إثر اجتياح فيروس كورونا العالم، ودور الصين في التسبب به. أثارت الصين إعجاب كثيرين بفيديوهاتها وحركاتها التسويقية لتعاملها مع الوباء، من الروبوت الذي يحمل الوجبات للمحجورين، إلى قدرتها في السيطرة عليه ومساعدتها لإيطاليا في محنتها ولغيرها من البلدان.

Despite the global magnitude of the COVID-19 crisis, the response to the pandemic has mainly occurred at national level, with very poor global coordination so far. For Africa, which will provide one in four of the world’s consumers by 2050, coming out of the crisis will cost at least $100 billion. The average ratio of public revenue to GDP in African countries is only 19%, and the debt burden already absorbs 22% of that revenue, giving many African governments limited scope compared to other countries when planning their recoveries. This is especially the case in contexts of fragility characterized by a lack of institutional capacity to initiate and implement complex policies. That is why the private sector should be instrumental in providing solutions and the development community should encourage it to take a more active role.

In this context, never in recent history has so much hope centered on scientists and the studious brilliance of academic institutions. Media headlines tell the story, with newspapers around the world speaking of beacons of hope in the form of potential cures, vaccines, immune therapies, and clinical trials. Without the solutions of science, nations face long-term disruption to their way of life.

Alors que commence le déconfinement de l'économie française, la grande inquiétude est de savoir comment éviter une « seconde vague » de l'épidémie. Parmi les nombreuses précautions et mesures à prendre, l’augmentation du nombre de tests et le traçage systématique des contacts sont les plus souvent mis en avant par les épidémiologistes. L'idéal serait de tester fréquemment tous les habitants du pays et ses visiteurs étrangers. Pour cela, il faudrait effectuer bien au-delà de 60 millions de tests Covid-19 chaque semaine ou deux. La France a toutefois effectué moins de 1,5 million de tests de dépistage depuis le début de l'épidémie, et l'objectif - jugé ambitieux - est d'arriver à 500.000 tests par semaine d'ici le 11 mai.

فرضت جائحة فيروس كورونا المستجد سلوكات جديدة على عادات الناس سواء في المغرب أو على الصعيد العالمي، وذلك حماية للنفس وللآخرين من انتقال العدوى. ومنذ بداية انتشار هذا الوباء، تعبأت السلطات العمومية من أجل فرض ومراقبة وتأطير هذه السلوكات قصد إنجاح عملية الحجر الصحي، أي البقاء في البيوت وعدم مغادرتها إلا للضرورة القصوى ووفق شروط محددة.
